What is Grassroots Soccer in Canada?
Within the Canada Soccer Ecosystem, Grassroots is defined as all programming up to Under 13. This includes the first three stages of Long-term Player Development; Active Start, Fundamentals, and Learn to Train. At these ages, participants compete in small-sided games, with fewer than 11 players per team using modified rules as outlined in the Canada Soccer Grassroots Standards. The focus of these programs is on building a love of soccer, sport, and physical activity, skill development, and fostering a sense of belonging within a positive learning environment.
Canada Soccer Grassroots Standards
The Canada Soccer Grassroots Standards have been designed to create the best possible learning and development environment for young players in Canada. First introduced in 2020, the Grassroots Standards are based on Sport for Life’s Long-term Athlete Development (2005) and Canada Soccer’s Long-term Player Development (2008) as well as global best practice while considering the realities of Canadian soccer and will become mandatory for all member organizations (clubs, academies, districts/regions, leagues) in Canada in advance of the 2026 playing season.

MSA Grassroots Soccer FAQ Updated June 16 2025MSA will continue to meet with Member Organizations to support the implementation process.

These enhancements are aligned with Canada Soccer's Grassroots Standards, which require implementation by 2026.
They are designed to create more consistent, inclusive, and developmentally appropriate soccer experiences for all players aged 8 to 13.
Canada soccer has recently confirmed the inclusion of 13-years-olds in the framework.

Grassroots Soccer Enhancements Information
Our goal in Manitoba is to provide all communities with technical support and resources for grassroots soccer programs. We want to help promote the game of soccer to both parents and players so they can develop a true love of the game.
In 2018 the Manitoba Soccer Grassroots team will continue offering technical support through it’s Community Outreach Program. Among the support that’s available for all member communities and clubs is a range of Coaching Clinics, Festivals and Parent Education sessions.
